Hearing: The judge heard details of the case at the High Court
Other children in the family, including the victim, now 13, were already in council care, the judge said.
Mr Justice Keehan said no-one in the family could be identified.
But he said the local authority involved was Birmingham City Council.
Barrister Deirdre Fottrell QC had outlined evidence and explained concerns on behalf of the council.
She said sexual abuse of children had been a "regular occurrence" at the family home.
The judge was told that a teacher had raised concerns about neglect and "sexualised behaviour" nearly a decade ago.
Children had been placed on a local authority protection register in 2007.
Mr Justice Keehan said police had been involved with the family for some time but did not give detail of any criminal court appearances.
